App like Krita, Calligra suite, Kdenlive, can use a custom color scheme (usually a dark one) but in Plasma 4 the title bar didn't change (the title bar is drawn by Kwin). In Plasma 5 this is fixed: KWin can set a custom color scheme for title bar ;-)
